The digital component of the Ségur de la santé consists of six tracks broken down into «Task Forces» which bring together healthcare professionals, experts, information systems directors, institutional representatives, federations (public hospitals, private hospitals, industry, etc.), and publishers.
The role of Task Forces
Their missions, within a tight schedule, are to analyze practices, identify data to be exchanged or shared between stakeholders and with the user to improve their experience, detect technical, organizational, legal, etc. obstacles, as well as levers to invest in to overcome them and develop the massive use of this data. It is therefore a co-construction of the work to be produced with all the stakeholders concerned in order to take into account everyone's challenges in this digital transition.
The «Task Forces» have defined the expected requirements within the framework of the Ségur Numérique initiative through use cases and specified the objectives regarding the exchange and sharing of health data.
These requirements allowed for the drafting of the DSR (Reference Specification File) as well as the REM (Minimum Requirements Repository) for Wave 1 of the medico-social sector.
For the Medico-Social corridor, sharing a common computerized user file (DUI) is essential, but a faster deployment of health data exchange and sharing in this sector requires a differentiated approach, at least in the short term.
The differentiated approach led to the proposal of a «Task Force» per sub-domain. Work therefore began in May 2021 with 3 dedicated sub-domains:
- For the elderly (nursing homes, for example)
- To people with disabilities (e.g., specialized assisted living facility)
- To home care providers (SAAD, SSIAD, for example)
Further discussions will take place in the fall on child protection and addiction.
The team Progisap Senef in the Task Forces
The objective is to broadly cover «health data,» taking into account all data necessary for people's lives. The work can build on existing interoperability components and specifications, notably the feeding of the DMP with the DLU, the use of the liaison notebook or shared calendar, and the transmission of documents such as the personalized project.
The «Task Forces» are carried out weekly, and editor meetings are also scheduled every two weeks.
Very concretely, our IT and product teams have the privilege of co-leading these meetings with a view to co-construction and a forward-looking approach to project progress, particularly concerning Wave 2 of the Ségur, which will take place during the year.
