This monthly press review is a digest of all the latest news from the personal services sector. Here is the April issue.<\/p>\n<h2>Court of Auditors report on State support for personal services<\/h2>\n<p>F\u00e9d\u00e9sap, the main federation representing the Personal Services sector (SAP), is reacting to a recently published report on the effectiveness of public support mechanisms for this sector. Although the report is well-documented, F\u00e9d\u00e9sap regrets that it fails to take into account the many direct and indirect benefits derived from the work of the 1.3 million homecare workers.<\/p>\n<p>According to F\u00e9d\u00e9sap, the schemes associated with SAP are not simply a tax niche, but rather a profitable investment for the State and Social Security. Each euro of tax credit generates 1.19 euros of additional tax and social security revenue, taking into account various indirect effects such as job creation, training, the fight against undeclared work, etc.<\/p>\n<p>What's more, F\u00e9d\u00e9sap stresses that SAP is not reserved for affluent households, noting an increase in the use of these services by modest households since the generalization of the tax credit in 2017.<\/p>\n<p>F\u00e9d\u00e9sap was quick to engage with government authorities to ensure the maintenance of a stable socio-fiscal framework for the SAP sector, welcoming Minister Bruno Le Maire's response insisting on the need for a full assessment of the sector's impact before any modulation of public support.<\/p>\n<p>However, the Cour des Comptes identifies areas for improvement in the management of the sector, an analysis that F\u00e9d\u00e9sap supports. It recommends the establishment of interministerial governance and the definition of clear performance indicators to enable objective evaluation of support mechanisms.<\/p>\n<p>F\u00e9d\u00e9sap President Frank Nataf stresses the importance of stability and visibility for the sector. Particularly in view of the massive recruitment needs forecast for 2030. F\u00e9d\u00e9sap is committed to proposing optimization solutions to simplify and harmonize practices within the sector.<\/p>\n<p>As the leading federation representing the SAP sector, F\u00e9d\u00e9sap remains mobilized to defend the sector's relevance. Synerpa expresses its confidence in the government's will. It intends to work closely together to develop appropriate solutions. It calls for collective mobilization to guarantee a significant and inclusive improvement in the quality of life of the elderly.<\/p>\n<p><a href=\"https:\/\/www.linkedin.com\/posts\/synerpa_pplbienvieillir-grandaesge-activity-7179153245875904512--3M5?utm_source=share&amp;utm_medium=member_desktop\">Source : <\/a><\/p>\n<h2>Personal services: the Cour des Comptes takes aim at the home-working tax credit<\/h2>\n<p>The Cour des Comptes (French Audit Office) has criticized the high cost of state aid for personal services. It points out that it mainly benefits affluent households. It calls for a review of the conditions governing the home-help tax credit, deemed too costly for public finances. This scheme, generalized in 2018, grants a tax advantage to French people using home help.<\/p>\n<p>The Cour des Comptes (French Court of Auditors) has proposed a number of solutions to reduce expenditure on this scheme. It suggests a reorientation towards essential services. However, it recognizes that any reform could have a negative impact on employment.
